It happens that Iran was only one of several countries that were affected by this desire for limitations on the power of the ruler, of the executive, for consultation and representative government, for a constitution and for a parliament, and for some forms of democracy. These were demands all over the Middle East in the last quarter of the 19th century and the years leading up to World War I.
