It comes about because of the intervention of the military in politics. So one of the features of the 20th century in the Middle East is the striving on the part of various peoples in the Middle East, Egyptians in their own way, Iranians in their own way, people in the successor states to the Ottoman Empire in their own way, a striving for constitutional government.
