In the case of Palestine, Palestinians are arrested by the Israeli government, which is an occupying force on Palestinian land. A foreign power that has set up a system which regularly arrests Palestinians who resist illegal occupation. International law is supposed to protect Palestinians who are arrested by Israeli occupation forces.
